Making a mini PC on Ryzen APU or trucker computer

Technical task

1. The computer must be installed in cargo A.M. Volvo E5, installation location (niche for a torpedo) has dimensions W * D * H - 40 * 45 * 8 cm
2. In the car, in principle, I do not hold a converter from 24 to 220 Volts, so the PC should work from 24V, directly from the cigarette lighter. It will not go to 12V, because they come from a converter designed for a maximum current of 10A, which is not entirely good, given the total power consumption. Well, it should be possible to connect a PC at home from 220V.
3. It just so happened that I have been using a 12-volt monitor for a long time, but its input is only D-SUB, so the computer must have the appropriate video outputs.
4. The computer should pull The Witcher 3 (well, I love this game) at medium graphics settings in HD quality for my monitor at 19 inches.
5. Cost - the cheaper, the better. All prices will be indicated in cu - i.e. Polish zloty, as a lot was bought for them, and in brackets - in euros and take into account delivery.
6. It was decided to build a PC on the AMD platform. Their built-in VEGA 8 and 11 already has enough power for my tasks and does not require the installation of an external video card, which will additionally load the car’s batteries.
