Stupidity is worse than the Pecheneg. Registered email of Russia

Why this post?

  1. Existential desire to overcome stupidity: And the service "Electronic registered letters" described on Habré here contains technological stupidity - an unconditional limit of 5 pages in the sent pdf file.
  2. Personal self-interest of the author: In the conditions of self-isolation, send 9 pages of the text to the state office by registered email.
  3. Curiosity: Can a technology community, namely Habr, influence bureaucracy by voting within the community.

Who is also curious, please, under the cat.

According to personal experience, I evaluate the work of the Russian Post at 4.5 on a 5-point scale. I want to make the service better, and not to dump Mail in the mud.

Self-isolation forced to find the service "Electronic registered letters" and successfully use it. But you always want more. The service has a useful opportunity - to electronically send a registered letter, even if the recipient did not give consent to receive electronic registered letters. In this case, the Russian Post itself prints the pages loaded into the service, puts it in an envelope and sends it to the addressee. And then the limit of 5 pages is understandable: a larger number can hardly fit into a regular envelope.

The above article states that many organizations have already agreed to receive registered letters electronically. That is, the organization receives a pdf file in electronic form. What difference does she make, she got 5 pages or 25? From the point of view of technology, I do not see an answer.

Here is a screenshot of the web page of a new registered e-mail to the address of “POSTAL TECHNOLOGIES” LLC.

Obviously, the technology company of the Russian Post LLC “POSTAL TECHNOLOGIES” can accept 9 pages of a pdf file without problems. And she understands (there are the same IT people like us) the absurdity of the situation. Perhaps, only hardware (not in the sense of "iron") bureaucratic (and, alas, inevitable) games did not allow her to realize this. A digital hedgehog understands that removing restrictions on the number of pages for an organization that has agreed to receive registered electronic letters leads to:

a) increased productivity at the sender, in the mail, and at the recipient;

b) to reduce the felling of trees for paper, necessary for printing potential electronic registered letters containing more than 5 pages.

c) to the appearance of a cool effect. The Habra technology community can stimulate government agencies to connect electronic registered letters, which will lead to an exponential increase in benefits a) and b). It will be difficult to sing a military song about digital transformation if you can be shown a screenshot from the Russian Post website that you are not even able to receive email.

Therefore, after selecting the addressee, you should add the information line “Recipient has turned on electronic delivery”, and the 5-page restriction is removed, or “Recipient has not turned on electronic delivery”, and the 5-page limit remains.

The beauty of this case is that if there are a lot of us, you won’t get rid of the complexity of software changes. Costs - an hour of work of a qualified programmer, the effect - saved tens of millions of rubles per year.

Let's help our colleagues from “POSTAL TECHNOLOGIES” get a solid trump card in the difficult bureaucratic “fight of the bulldogs under the carpet”.

Please vote for yourself and share information with colleagues. Perhaps something will work out.
