Secret skills of introverts: an oratory in an IT company

How to develop public speaking skills in IT companies, where the majority of employees are developers, testers and other techies, and the vast majority (by their own admission) are introverts? Meanwhile, the company has a constant need for speakers who could adequately represent the product and company, speaking at conferences, seminars and other events. At the time the project started, the oratory club of such employees was only 2-3 people. How to increase their number?
