Sites, go to IPv6, two

On the eighteenth of September last year, Belarusians were pleased with the unexpected decree No. 350 . Among other bureaucracy there was a particularly interesting paragraph:
6. Internet service providers are required to:
...
from January 1, 2020, when rendering services for placing information systems and (or) information resources on the Internet, addressing using technology that provides full support for Internet protocols of versions 4 and 6 by network devices;
...
That is, from January 1, all sites hosted in Belarus should be able to address via IPv6.

And, thus, Belarus became the first country in which IPv6 was enshrined in law.
In the news, slogans about the next technological breakthrough came together, but ... let's see how successful the administrative and administrative implementation of IPv6 was.

To begin with, we examine "common" resources. Unfortunately, we did not find a list of all BY domain domains in the public domain, so we’ll make several representative samples and check the sites for AAAA records.

The first list is based on popular resources according to liveinternet.ru.

Total domains: 2461
With an AAAA record: 773
Total: 31.4%


An alternative "general civilian" sample was made on the basis of logs taken in a couple of hours from the DNS servers of one regional provider.

Total domains: 14280
With an AAAA record: 3924
Total: 27.47%

It should be noted here that not all sites in the BY zone are required to host in Belarus.
In accordance with the Decree of the President of the Republic of Belarus dated 01.02.2010 No. 60 “On measures to improve the use of the national segment of the Internet” and the Decree of the Council of Ministers of the Republic of Belarus dated 29.04.2010 No. 644 “On some issues of improving the use of the national segment of the global Internet network” information networks, systems and resources of the national segment of the Internet located on the territory of the Republic of Belarus are subject to registration in the State Register. But this is required only if activities are carried out using the website to sell goods, perform work, and provide services in the territory of the Republic of Belarus.

Therefore, the result was very surprising, in these lists I expected to see no more than 10% of resources with AAAA records, but it turned out that the average site owners turned out to be quite conscious.

Further analyzes will be more precise. And the resources in these analyzes are either state structures, or fall under Decree 60 and Resolution 644, that is, they must be placed in the Republic of Belarus, and can take advantage of the capabilities of the 350th decree.

The first one is based on a list of operatorswho issued licenses for activities in the field of communications. They are the providers of Internet services, and they certainly should use IPv6 without any orders. There are fewer positions in the sample than licensees, since some organizations simply do not have sites, some received several licenses, some have domains outside the BY zone, and others simply ceased to exist.

Unexpectedly, but providers and hosters turned out to be more irresponsible than the average Belarusian. And even these 22 percent are not entirely honest. The execution is more for show - they registered for the main domain, the rest “forgot”, for example:

Yes, the decree does not say that IPv6 is provided free of charge, so some providers did not fail to set a price for them. For example, for individuals Beltelecom asks for 16 BYN (~ 475 RUB) for the / 64 subnet.

But, the banks should have enough money to buy, we will check them according to the list of the National Bank :

Only ideabank.by could fork out for such an expensive service.

Well, banks are commercial organizations, they save money, but government agencies will not save on the execution of the President’s decree, and there will certainly be 100% implementation.
