The new UIS mobile app - torment or salvation for those seeking public procurement?

In April 2019, the mobile application EIS (Unified Information System) was released for procurement participants using apple gadgets, and by the new year the application was also launched on Android. The application’s output was not covered in any way, so many still do not know about its existence.



By the way, the app didn’t cause any special euphoria, its ratings on Google Play and the App Store are the same: only 3.5 out of 5. This is not surprising, because the application was developed by analogy with the site zakupki.gov.ru and of course depends on the operation of the site itself, which, unfortunately, is often unavailable.

The functionality of the application almost completely copies the capabilities of the site of the unified information system (UIS), and the application completely depends on the performance of the public procurement portal. Therefore, the answer to the question of why this application was made may not be obvious at first glance, but we will not rush to conclusions, but we will analyze it in order.

Key features of the application

1. In the application, traditionally, everything is free. The main advantage of the application is that you can now study the conditions of interesting purchases on the road, without being tied to a computer, since the application allows you to open all the documentation for purchases from a smartphone.

2. In the application, you can save bookmarks with search settings, which has become very convenient functionality in comparison with the site, and most importantly, notifications of new purchases by saved filters have appeared.



3. For some reason, the developers of the application decided to reduce the number of filters, thereby complicating the search for the necessary purchases for most users. The application does not contain such important filters as, for example, “Words of exception”, “OKPD2”, “city of delivery of goods”, etc.



4.The “Analytics” section has appeared in the application, but it will not work to get any useful data, since you can specify too few input data for the analytical report. Usually, analytics is used to understand what percentage of the price drop is at the bid in your market segment, and for these purposes a large number of commercial search services have existed for a long time.



5. Interesting tenders can now be added to the "Favorites" section so as not to lose them, but with the help of synchronization with the Google calendar, track the deadline for submitting applications for these tenders.



6. In your personal account, you can monitor whether changes have been made to the “selected” tenders, though for this you will need to constantly check your personal account.

To summarize

It can be concluded that the key factors for the low ratings of the application, despite its good functionality, are the dependence on the website zakupki.gov.ru and the inconvenient procurement filtering system, which turned out to be in an even more truncated version than the website. Of course, the advantages of the EIS application could be attributed to the fact that you do not have to pay for the application, but users already have something to compare the free search for public procurement.
