Electronic identity cards

When I wrote an article about identity cards in the PRC in 2015 , the next step in their evolution I considered (and not only me) in the evolution of the functionality of plastic physical cards. Life has put everything in its place, and now I want to talk about what kind of identity cards are given now.

As I wrote in a previous article, a combination of “document number + full name + face recognition” became a way of identification, gaining more and more speed (and now being the main marker). In fact, with the introduction of electronic identities, it just took on a more user-friendly form. But first things first.

居民 身份证 网上 功能 凭证 or the “Verification function of the identity card of a citizen of China on the Internet” is the official name.

On December 25, 2017, the Guangzhou Police Department, Tencent, China Construction Bank and other organizations signed a memorandum of cooperation to develop Wechat-based identity card (Tencent messenger). In December of that same year, several dozen organizations began accepting electronic identity cards for:

  1. presentations in government organizations for identification
  2. Check-in at the hotel (in certain hotels)
  3. buying train tickets

In January 2018, Xi'an joined the test regions, and the scope of use began to include also:

  1. boarding a plane
  2. issuing bank cards
  3. sending and receiving correspondence

On April 17, 2018, in Quzhou at the conference, it was announced that Alipay (a payment system from Alibaba) is joining the system.

Now a little digression.

Tencent and Alibaba are the two whales on which Chinese Internet rests as an entity. You can talk about other companies, but it will be there as is the case with iOS, Android and Windows Mobile. Here, for example, are the statistics of the Chinese mobile payment systems market for 2018.

54.3% - with Alipay (owned by Alibaba) and 39.2% with Tenpay (the Tencent payment system that is used in Wechat, QQ and other Tencent products).

On March 27, 2019, under the auspices of the first research institute of the Ministry of Defense of the People's Republic of China, all existing developments were combined under one platform with the current name. Or in abbreviated form - CTID (Cyber ​​Technology ID).

The service developed further, the last significant update of November 27, 2019 was “真 你” (Really you), which provides an opportunity, with the mutual consent of two interlocutors, to verify the interlocutor’s identity (with sending the interlocutor information about a real name, ID number and photo) .

What is he like? In technical terms, the user’s side is a QR code (yes, I wrote more than once that he is immensely loved by the Chinese). The user enters the appropriate Wechat interface, scans his face, confirming that it is he and shows it to the scanner.

The QR code is dynamic, each time generated anew after each opening and confirmation of the face biometrics.

On the other hand, everything is just as simple. The merchant, having connected to CTID, scans this code (which is an internal link of the qr.alipay.com/xxx format or weixin: // dl / xxx), determines the CTID provider for the user by the link format (as is clear from the statistics given in 95% it will be Wechat or Alipay) and contacts the IOB database, which gives it a confirmation of “1” or “0” in terms of the validity of an existing document, name, date of birth, etc. and a number from "0" to "100" in terms of matching the face biometry in the database. I wrote about technical details here .

The only difference is that the database provider is not a third-party service provider, but the CTID platform itself.

At the moment, the application supports:

  1. identification
  2. driver's license
  3. social security card

The plans include expanding documents specific to citizens of the PRC for trips to the SAR of the PRC ( I wrote earlier about the variety of documents in China , complete debugging and synchronization with other services.
At the end of 2018, 213 PRC airports were equipped with the appropriate equipment, at the end of 2019 -the beginning of 2020 - all airports, most stations (about canceling paper tickets for trains and replacing them with face biometry - here too .

Some provinces or cities go further and integrate their functions. In Zhejiang (which is on a par with Guangdu Mr. is on the cutting edge of Chinese progress) electronic marriage certificates already exist in Shenzhen, you can register at a specific address through the Wechat City Police, and so on.

Naturally, the functionality is available to obtain information about the loss of an identity and to obtain temporary and many other functions. Alas, as you yourself understand, the functionality is available only to citizens of China and I myself can not test it on my ID.

Actually, this explains Wechat's paranoid nature in terms of registering new accounts and related policies. This is not a messenger for a long time, even with additional features. This, as they themselves say in their motto, "Lifestyle."
